The strategic partnership between India and the United States is a significant bilateral relationship that has evolved over the years. It encompasses various areas of cooperation, including defence and security, trade and investment, energy, counterterrorism, science and technology, space exploration, education, and people-to-people ties.   • Kenneth Juster is a former United States ambassador to India for the period 2017-2021.
  • He is also a distinguished fellow at the Council on Foreign Relations.

[05:48] – What would you describe as the state of the US-India relations during your time? How has it evolved since then?

  • The relationship was truly transformed in 2001 forward, and it’s been on a positive trajectory since then.
  • It includes almost every issue of human endeavour that we interact with whether it’s defence, counterterrorism, non-proliferation, trade, investment, energy, environment, science and technology, education, agriculture, health.
  • During my tenure, we revived the QUAD, which is a grouping of India, United States, Japan and Australia.
  • We developed a two plus two dialogue of defence and foreign ministers that has become a key strategic forum for the United States and India.
  • We have also expanded our energy relationship and played a key role in exporting all forms of energy to India. 

[10:03] – Can you speak about the role of the US-India strategic partnership forum? How has it influenced the relationship between the USA and India?

  • Earlier, it was the US-Indian Business Council and overtime, morphed into a new organisation.
  • They have been very instrumental in advancing their relationship. 
  • When I was under the Secretary of Commerce, the US-India relations were not as popular as they are today.
  • It has often been the business community that has given a boost to the relationship.

[18:38] – What are the areas where more work needs to be done between the two countries?

  • There is scope for more work in the economic areas because in many respects that’s the major playing arena that China occupies.
  • The US and India need to work together on a regional trade strategy for the Indo-Pacific economic framework.
  • The other area will be to see how far they go in their defence and strategic cooperation given that India is not an ally of the United States or any other country.
